The National Institutes of Health provide several excellent resources for grant-writing that can be helpful even if you are not seeking NIH funding. They can be accessed at http://grants.nih.gov/grants/grant_tips.htm.
Similarly, the National Science Foundation provides a series of steps that can be helpful for grant-writers to consider, which can be found at http://www.nsf.gov/pubs/2004/nsf04016/nsf04016_5.htm.
