Campus Network Connection Policy

University of North Dakota must provide a secure and reliable network for educational, research, instructional and administrative needs and services. Information Technology Systems and Services is responsible for the performance and integrity of the University’s network. The purpose of this policy is to define the standards for connecting devices and provisioning of services to the University’s network. All equipment physically connected to the UND campus network and by such connection provided with access to the Internet, must be associated with, and in support of, the mission of the institution. Failure to address the integrity, security, and proper operation of the UND campus network will impact performance.
It is the policy of UND that ITSS is responsible for the campus network infrastructure and corresponding services. This includes cabling, routing, switching, network management and coordinating connections to the campus network.
Any network device (including, but not limited to, routers, switches, hubs and wireless access points) used to extend the network beyond network interface cards must be registered with ITSS prior to connecting to the campus network.
Adding cabling, with the exception of the ANSI/EIA/TIA standard patch cable at the network outlet, is prohibited. Under no circumstances may an external network be interconnected to act as a gateway to the University network without coordination and explicit approval from ITSS.
Individuals and/or departments are required to register services with ITSS (i.e., Dynamic Host Configuration Protocol (DHCP), Domain Name System (DNS), Simple Network Management Protocol (SNMP)) to insure that these services do not interfere with the functioning of centrally provided network-based services.
Conclusion
All network connections and services must take into account performance, security, and privacy issues. Network equipment and services found on the campus network in violation of this policy and procedures may be disconnected and/or blocked from accessing the network without notice. Further action may be taken within normal campus processes.
Note: This policy does not apply to campus local networks that are not connected to the campus backbone or that are known by ITSS to exist behind designated routers or firewalls.
