McHenry County, North Dakota organized and chose its first board of commissioners on November 8, 1884. The first courthouse was a log cabin in Scripton. In 1886, the board moved the county seat to Towner. One of the board's early acts was to establish school districts. Initially there were four organized districts. By the late 1920s, when Roosevelt schoolhouses numbers one and two were sold, there were 59 school districts within the county. McHenry County; Its History and Its People compiled by Corabelle Brown served as source of historical information.
The collection is divided into four series. Series I, Correspondence, contains correspondence by county officials, Roosevelt School District #38 legal and employment correspondence, miscellaneous correspondence, and Workman's Compensation correspondence. The series dates from 1905 through 1955. The county officials' correspondence is arranged alphabetically by office and chronologically within each office. The rest of the correspondence is in alphabetical order by subject. Materials are in chronological order within each file.
Series II, Financial Records, contains billing statements, bonds, certificates of indebtedness, clerk's records, clerk's reports, contracts, and the deeds to Roosevelt schoolhouses #1 and #2, miscellaneous financial materials, receipts, the records of the sale of Roosevelt schoolhouses #1 and #2, a statement of the school district budget and tax levy statements of tuition fee, correspondence on the township tax levy, school treasurers' reports, and books of receipts called warrants. The materials are arranged alphabetically by subject and chronologically within each file.
Series III, Political Materials, contains applications for absent voters ballots, certification of officers bonded, general election poll books, notices of elections, official bonds of township officers, official oaths of township officers, miscellaneous political materials, and warrants of appointment. The series dates from 1911 through 1954. The materials are in alphabetical order by subject and chronological order within each file.
Series IV, Miscellaneous, contains affidavits of publication, assessments of teachers' salaries, burial/removal permits, certificates of attendance at meetings of school officers, miscellaneous materials, newspaper clippings, reports of the state rural school inspector, sanitary facility studies, school censuses, school inventories, teacher evaluations, teacher's insurance and retirement fund statements, and teacher's reports.
