WHAT IT IS

The Electronic Collection of Administrative Policies and Procedures "ECAPP" is the official resource of Finance and Operations administrative operating documents and principles. This system was created in an effort to centralize all documents that fall under the Division of the Vice President for Finance & Operations. Topics are arranged by department and are indexed as they go through the system. Official, signed original documents are maintained and held in the Policy Office.

Please Note:
Not all Finance and Operations policies and procedures have been through the entire process as outlined in Policy 1.1, Formulation & Issuance of University Policies & Procedures, however, they remain official University policies and, in time, are expected to complete the process.

WHY IT WAS CREATED

The creation of ECAPP and a formalized policy process is the result of accomplishing goals and action items listed in the Finance & Operations Strategic Plan. In December 2006, the development process was under way, and several policies, procedures, and forms began to take shape, creating consistency in policy making. The process was officially approved in August 2007 and ECAPP has since served as the official website for all Finance & Operations policies and procedures.

HOW TO USE IT

The ECAPP Home Page provides links to all Finance & Operations policies, procedures, and corresponding forms. Documents are available in PDF files to provide clean, consistent printed copies. Questions about specific policies and procedures should be directed to the Responsible Office of the policy.

Please note that at the time of implementation of ECAPP, some policy information may still be obtainable through individual Department websites.
