Auf Grund der geringen Bereitwilligkeit der nord-norwegischen Bevoelkerung zur freiwilligen Evakuierung hat der Fuehrer den Vorschlaegen des Reichskommissars fuer die besetzten norwegischen Gebiete zugestimmt und befohlen, dass die gesamte vorwegische Bevoelkerung ostwaerts des Lyngenfjords im Interesse ihrer eigenen Sicherheit zwengsweise  zu evakuieren und alle Wohnstaetten niederzubrennen bezw. zu zerstoeren sind.

Ob. Nordfinnland ist dafuer verantwortlich, dass der Fuehrerbefehl ruecksichtslos durchgefuehrt wird. Hierdurch allein kann vermieden warden, dass der Russ mit starken Kraeften, gestuetzt auf die Wohnstaetten und die ortskundige Bevoelkerung, unseren Absatzbewegungen noch im Winter folgt und in Kuerze vor der Lyngenstellung erscheint. Mitleid mit der Zivilbevoelkerung ist nicht am Platze.

Der ausfuehrenden Truppe muss klar gemacht warden, dass die Norweger in wenigen Monaten dankbar dafuer sein warden, dass man sie vor dem Bolschewismus gerettet hat und dass die barbarischen Methoden des Luftkrieges gegen die deutsche Heimat und ihre Kulturstaetten ein Tausendfaches an Leid ueber unser Volk gebracht haben gegenueber den humanen Methoden einer Evakuierung und Zerstoerung der Wohmstaetten in Nordnorwegan, die fuer unsere Kriegfuehrung notwendig sind und die, wenn sie unterlassen warden, mit dem

Blut deutscher Soldaten bezahlt werden muessen.

Die Fischerbevoelkerung in Nordnorwegen verfuegt zudem ueber genuegend Schifferaum, um mit der Masse ueber Wasser ausweichen zu koennen. Ein grosser Teil des norwegischen Kleinschiffraums, der z. Zt. versteckt gehalten wird, kann hierdurch ausgenutzt und spaeter fuer eigene Transportbeduerfnisse verwandt warden.

Die Gefahr einer norwegischen Bandenbildung scheint, sobald sich die Banden waehrend des Winters auf keine Behausungen mehr stuetzen koenner, nicht gegeben.

Because of the unwillingness of the north Norwegian population to voluntarily evacuate, the Fuehrer has agreed to the proposals of the commissioner for the occupied Norwegian territories, and has ordered, that the entire Norwegian population east of the fjord of Lyngen be evacuated by force in the interest of their own security, and that all homes are to be burned down or destroyed.

The supreme commander, Northern Finland, is responsible, that the Fuehrer’s order is carried out without consideration. Only by this method can it be prevented, that the Russians with strong forces, aided by these homes and the people, familiar with the terrain, follow our withdrawal operations during this winter and shortly appear in front of our position in Lyngen. This is not the place for sympathy for the civilian population.

It must be made clear to the troops, engaged in this action, that the Norwegians will be thankful in a few months that the[y] were saved from Bolshevism, and that the barbarian methods of the air war against our German country and her cultural shrines have brought a thousand times more misery to our people if compared with the humane evacuation and destruction of homes in Northern Norway, which is necessary for our war effort, and which, if it is not done, must be paid for with the blood of German soldiers.

The population -  whose livelihood is fishing -  in Northern Norway, furthermore has enough shipping space at its disposal to be able to get out of the way en mass across the water. A large part of the small Norwegian ships which are kept hidden at present can be used for this and can later also be used for our own transportation needs.

The danger of the formation of guerilla bands on the part of the Norwegians appears to be negligible since they can no longer use the houses during the winter.

SUMMARY OF RELEVANT POINTS (with page references):

1. Because the population of Northern Norway is unwilling to participate voluntarily in an evacuation, the Fuehrer on the instance of the Reich Commissar for the occupied Norwegian Territory has ordered that the whole Norwegian population be forcibly evacuated eastwards of Lyngenfjords in the interest of their own security, and that all dwellings are to be burned down or otherwise destroyed.

2. The Fuehrer order is to be ruthlessly executed in order to prevent the Russians from gaining any advantage. Sympathy for the civilian population has no place. The commander for Northern Norway (by mistake “Northern Finland” in document) is responsible for carrying out this action.

3. Jodl justifies this action on grounds of saving the Norwegians from Bolshevism and because of the “barbaric” enemy aerial warfare on the German homeland.

4. Suggests employment of Norwegian fishing ships.

5. With the destruction of living quarters, there will be no danger of partisan bands appearing during the winter.
