University of North Dakota Planning and Budget Committee
 

Function

This is a permanent committee co-chaired by the President (or designee) and the Provost. The purpose of the committee is to prepare a strategic plan and monitor its progress. Normally, the University’s strategic plan will be thoroughly reconsidered every four or five years beginning in 2001-02. It will be reviewed annually based on the committee’s review of progress and changes in the world.

The committee also serves as a Budget Review Committee, making recommendations to the President on matters having to do with budget priorities/presentations to the State Board of Higher Education. When the UPBC is meeting as a Budget Review Committee, its membership will be augmented by the addition of the Chair and Vice Chairs of the University Senate, the President and Vice President of Student Government, and the Chair and Vice Chair of the Staff Senate, plus three to six full-time faculty designated for each academic year by the Chair of the University Senate.

Membership

Membership on the UPBC will consist of at least 31 members appointed by the President in consultation with the Vice Presidents, the Deans, the Chair of the University Senate, and others as appropriate. Of these,10 consist of the following ex officio members:

• President (Co-Chair)
• Provost (Co-Chair)
• Vice President for Student and Outreach Services
• Vice President for Finance and Operations
• Vice President for Health Affairs
• Vice President for Research
• Director of Facilities
• Director of Budget
• Director of Office of Institutional Research
• Chief Information Officer

Additional ex officio members when UPBC is in Budget Review mode:

• Chair, University Senate
• Vice Chair, University Senate
• President, Student Government
• Vice President, Student Government
• Chair, Staff Senate
• Vice Chair, Staff Senate

Of the remaining members, there shall normally be at least one representative (faculty member, dean or chair) for the following:

• John D. Odegard School of Aerospace Sciences
• College of Arts and Sciences
• College of Business and Public Administration
• College of Education and Human Development
• School of Engineering and Mines
• Graduate School
• School of Law
• School of Medicine and Health Sciences
• College of Nursing
• Energy and Environmental Research Center
• Athletics
• Chester Fritz Library
• Dean

Membership will also include at least one dean, one department chairperson, three students named by the President of Student Government, plus three staff members appointed by the President of the Staff Senate.

Meetings

Regular monthly meetings from an agenda presented in advance.
